General information and objectives

The IDNDR was established on 22 December 1989 by UN General Assembly Resolution 44/236 and began officially on 1 January 1990. The objective of the Decade is to reduce the loss of life, property damage and social/economic disruption caused by natural disasters (e.g., earthquakes, windstorms, tsunamis, floods, landslides, volcanic eruptions, wildfires, insect infestations, drough and desertification). According to the Resolution mentioned above, the specific goals of the Decade are to:
  • improve the capacity of each country to mitigate the effects of natural disasters effectively, paying special attention to assisting developing countries in the assessment of disaster damage potential and in the establishment of early warning systems and disaster-resistant structures;

  • devise guidelines and strategies for applying existing scientific and technical knowledge;

  • foster scientific and engineering endeavours aimed at closing critical gaps in knowledge in order to reduce loss of life and property;

  • disseminate technical information related to measures for the assessment, prediction and mitigation of natural disasters;

  • develop measures for the assessment, prediction, prevention and mitigation of natural disasters through programs of technical assistance and technology transfer, demonstration projects and education/training tailored to specific disasters/locations, and to evaluate the effectiveness of these programs.

    The most recent biennial report on IDNDR to the UN General Assembly (UNGA, 1995) includes details on the Work Program for the period 1995-2000, which indicates a shift of emphasis from predominantly promotional aspects of disaster reduction to a much greater commitment to the practical implementation of disaster-reduction measures. Relevant targets of the program include the development of comprehensive national assessments of risks from natural hazards and mitigation plans at the national and/or local levels that address long-term prevention, preparedness and community awareness.
