Abstract:
To preserve the biodiversity in the UNESCO Biosphere Entlebuch (UBE) all eight municipalities created networking plans based on the Ordinance on Eco-Quality. Through in-depth interviews this diploma thesis analyses the information the farmers have received so far and their opinions regarding the Ordinance on Eco-Quality. In this way the shortcomings and the potential of both the communication on the ordinance as well as the situation in the biosphere are identified. The points thus determined are then rephrased as aims. Finally measures for the realisation of these aims are suggested in the form of a communication strategy.
The research shows that the flow of information to the farmers has been satisfactory so far. They are able to weigh up the extra work against the additional income associated with participating in this project. Despite its future relevance from a political point of view, the farmers do not view ecology as a part of their trade. To change this the farmers need easier access to knowledge about the plant and animal species which require worth protecting. As most farmers do not like to attend further education courses, their awareness of ecological issues must be raised periodically via media coverage as well as through personal conversations and letters. In addition the farmers have to deal more intensively with their ecological compensation areas. Agricultural agents and biologists can influence this process. The local media reported on project authorisations for the networking projects. The population’s awareness of this topic must be raised by involving residents in the realisation of the projects and thus making them participants. They can contribute to the preservation of biodiversity by creating nature-oriented gardens and thus become allies of the farmers. This co-operation may be advertised as a tourist attraction. In addition to these personal arrangements, local, regional and national media coverage gives this subject the necessary prominence.
The communication strategy comprises sixteen measures of implementation and lasts for four years. Then the effects of the measures have to be assessed. Subsequently the communication strategy should be pursued further, using adapted aims and measures.
