Abstract:
BackgroundDuring the last few years, several new approaches of regional development have emerged in Switzerland, all featuring typical governance attributes. They are characterized by overlapping existing political-administrative units and cross-border cooperation between authorities. Also, they show an increasing involvement of non-governmental stakeholders as well as a low level of institutionalization.
GoalsThis research project characterizes the attributes and functionality of regional governance regimes in Switzerland. Also, this project aims to develop strategies and recommendations to improve the functionality and performance of regional governance regimes.
Case studies will be chosen from the project pool of two Swiss regional development approaches: from the „Regional Nature Parks (Regionale Naturpärke)“ and from the „New Regional Politics (Neue Regionalpolitik)“.
The Swiss federal government promotes the adaption of the structural change in the alpine regions, border areas and the rural regions within the framework of the New Regional Politics (NRP) since 2007. The goal of the promotional program is to foster the development of innovative projects and initiatives improving the quality of location and the competitiveness in the region, therefore increasing the local value added and expanding the capacity for innovation, thus leading to the preservation and creation of jobs in the targeted areas.
The revision of the Federal Act of the Protection of Nature and Cultural Heritage (NCHA) in 2007 lead to the promotion of regional nature parks by the Swiss federal government. Its aim is to preserve and to support the beauty of nature and landscape as well as improving economic sustainability. At the same time, the establishment of sustainable operational structures characterized by an efficient use of resources shall be fostered.
