Abstract:
The importance of natural spaces management is increasing in the last years. On one hand, the growth and the urbanization of the world population considerably increases the pressure on green zones and relaxation areas. On the other hand, we create more and more natural protected areas where human activities are reduced or forbidden. Therefore, one of the main actual challenge is to find how to com- bine these two issues. In order to answer this question, this bachelor thesis looks at natural regional Parks, whose main role is precisely to associate nature conservation and socio-economic development. More specifically, this work deals with the following three questions:

1)  Which issues do the natural regional Parks face during their creation and governance?
2)  How are inhabitants of the Park involved in its management?
3)  How are the visitors and inhabitants managed in natural sensitive spaces?

This literature research, supplemented by two interviews, compares the naturel regional Park of Jura Vaudois (Switzerland) and the Park of Haut-Jura (France). Firstly, this thesis raises the following differences. The French Parks have been created mainly for an economic reason (tackle land desertification) while the Swiss Parks are, above all, used for environ- mental conservation (preserve biotopes). The administrative system of Haut-Jura Park is considerable (up to 26 times more members than the Park of Jura vaudois) and regroups many different politic instances (regions, departments, etc.). On the contrary, the Swiss Park has more representatives of different environments (agriculture, tourism, etc.). The French Park has more financial resources with a total budget 4.5 times greater than the Jura vaudois. Finally, the acceptation of the Park by its inhab- itant is still a problem in Haut-Jura. The Swiss Park could have less problems on this topic because its inhabitants are more implicated in the Park’s life: they must vote for the adhesion to the Park and can participate in the implementation of projects. In France, only politicians or association’s members par- ticipate in the management of the natural regional Park. Concerning the common points, the two Parks share a comparable geography and ecology on their territory. This research found that they develop a very similar set of measures for visitor’s manage- ment. There is also a strong motivation for collaboration from both frontier’s sides. However, main difficulties appear in the implementation of common projects. This research identified that the collaboration obstacles don’t directly depend on the Parks themselves. The issues lie more on a national level because they are induced by the differences between political and financial manage- ment systems of the natural regional Parks in Switzerland and in France.
