Abstract:
The influence of climate change is especially drastic in the Alps leading to natural hazards having an increasing impact. New studies suggest to expand the current adaptation efforts in regards to four aspects to find sustainable and broadly accepted solutions to cope with the increasing impacts of natural hazards: the social objectives considered, the spatial reference, the actors to be involved and the long-term nature of the solutions. This implies the incorporation of disaster risk management and resources management into a regional integrated resources management. By doing so, the regions are considered as examples of social-ecological systems – a framework which analyses ecological, social and institutional aspects in a joint manner. The goal of the project is to examine the institutional and social barriers of implementing such a strategy in order to cope with the impacts of climate change on mass movements. The project will apply a broad set of social science methods: using problem-related interviews with involved local actors in three Swiss case studies (Surses and Albula being one of them), focus groups and a Delphi survey with national experts, the social and institutional barriers to the implementation of this strategy will be analyzed. At the end of the project, we will present a guideline for the successful introduction of this strategy to the scientific community and Swiss local practitioners.
