General information and objectives

Concept and mode of operation

Within the international framework of the Kyoto Protocol, Switzerland has committed itself to a reduction of its greenhouse gas emissions. The Swiss Carbon Law further specifies these objectives. By the time period 2008-2012, CO2 emissions stemming from the use of fossil fuels must be reduced by an average of 10 per cent compared to their 1990 level. However, recent prognoses indicate that, rather than the required 4 million tons, CO2 emissions will lie only 1.1 million tons below their 1990 levels. In the absence of further measures, Switzerland will thus miss its target by 2.9 million tons of CO2. The main culprit for this development is the growth of emissions in the transport sector.
The Climate cent foundation was established in this context as a voluntary measure of the Swiss industry, in accordance with the Carbon Law. Its purpose is to make a credible and cost-efficient contribution to closing the aforementioned gap in CO2 emissions reductions. To this effect, it will invest into projects designed to reduce greenhouse gas both in Switzerland and abroad. The emissions reductions will be determined following nationally and internationally recognised guidelines and can be claimed by Switzerland towards the fulfilment of its reduction target.
The Climate Cent Foundation is funded by a charge levied on all imports of petrol and diesel at a rate of 1.5 cents per litre. This will generate around 100 million Swiss Francs annually which will go towards closing the gap in CO2 emissions reductions. These reductions will be achieved both in Switzerland and abroad:
• Projects in Switzerland: Of the total required reduction volume of 1.8 million tons, we are to achieve a reduction of at least 0.2 million tons within Switzerland. On one hand, the emissions reductions will stem from the transport sector. For example, the Foundation may support Eco-Drive® as an economical driving technique and promote Car-Sharing or the use of alternative fuels such as bioethanol, biodiesel or biogas. On the other hand, emissions reductions are also conceivable in the building sector, e.g. by promoting the use of better windows or more effective thermal insulation.
• Projects abroad: We will achieve a maximum of 1.6 million tons of the total reduction requirement of 1.8 million tons abroad. To this end, we will make use of the project-based mechanisms provided by the Kyoto Protocol, which rely on an internationally agreed framework. Projects approved by the accreditation authority generate tradeable emissions permits, which Switzerland can claim towards the fulfilment of its reduction target. We will use our available resources to purchase such emissions permits and transfer them to the Swiss Confederation towards the fulfilment of its target.
