General information and objectives

The TOGA Program was initiated in 1985 as a 10-year effort by the WCRP to improve our understanding of the tropical ocean/atmosphere system and its effect on the climate at higher latitudes. The four main objectives of TOGA were to:
  • collect and catalog observations of the tropical atmosphere and ocean;
  • assess the evolution of the tropical atmosphere/ocean system in real-time;
  • promote the development of computer models to allow short-term climate predictions for the tropics;
  • study the influence of the tropical atmosphere/ocean system on the climate at higher latitudes.

    The TOGA field program is scheduled for completion in 1995. At that time, operational systems should be in place for collecting the oceanic data required to predict the state of the tropical oceans, to predict events such as the El Niño in the tropical Pacific and to predict the effects of these events on the global atmosphere (WCRP, 1991, see below).
